From September 1, 2026, the first GOST standard for children's toys with artificial intelligence will come into force in Russia. It introduces uniform requirements not only for physical safety, but also for data and psychological impact — areas that ordinary toy standards previously barely covered.
The rules will apply to interactive dolls and robots, toys with speech recognition, smart devices, game consoles and other products for children aged 1 to 14. Developers will be required to minimize data collection, obtain parental consent and protect information, including biometric data.
Psychological and emotional safety is also addressed separately: a toy must not provoke fear, anxiety or aggression, or create excessive attachment. For educational products, it is recommended to involve teachers and child psychologists.
The new standard comes against the backdrop of broader tightening of AI regulation in Russia: from September 1, provisions of the first law supporting the development of artificial intelligence also begin to take effect.
